GCG DEMONSTRATES PROGRESS AND COMMITMENT TO TRANSPARENCY AT SENATE BUDGET HEARING
PASAY CITY – The Governance Commission for GOCCs (GCG) attended the Senate's budget hearing session on 14 November 2024, headed by Chairperson Atty. Marius Corpus, Commissioner Geraldine Berberabe-Martinez, and Commissioner Brian Hosaka, where they discussed the agency's proposed budget of P241.8 million for fiscal year 2025.
Reiterating the GCG Mandate
Represented by principal sponsor Senator Jinggoy Ejercito Estrada, the hearing served as the agency's platform to showcase its ongoing efforts to enhance good governance, transparency, and accountability within government-owned and controlled corporations (GOCCs).
Some of the GOCCs mentioned during the session were Maharlika Investment Corporation (MIC), which is currently developing comprehensive guidelines for well-rounded agency operations; the Philippine Health Insurance Corporation (PhilHealth)'s performance ratings in the previous years, and; the Land Bank of the Philippines (LBP) and Development Bank of the Philippines (DBP) merger, which is no longer in development, as the GCG has shifted its focus to strengthening the agencies’ individual charters.
GCG Budget and Absorbing Capacity
The GCG addressed concerns regarding the reduction in its 2025 budget, explaining that the decrease was not based on performance but rather due to the three-year funding cycle of the Compensation and Position Classification System (CPCS), designed to attract and retain talent, as well as to standardize the GOCC sector’s renumeration packages.
Further, the GCG acknowledged the need for continued improvement in its absorptive capacity, highlighting its efforts to enhance utilization rates, which have already reached 74.4% as of October 2024.
The 2025 GCG proposed budget later got a nod from the Senate plenary, recognizing the importance of GCG's proactive role in promoting good governance practices in the GOCC sector.
"Yan ang purpose ng GCG," Senate minority leader Koko Pimentel said, "Kayo ang taga-gising, taga-latigo sa mga GOCCs to perform better."
The GCG is the central policy-making and regulatory body mandated to ensure that the GOCC sector remains efficient, transparent, and responsive to the public.

GOVERNANCE COMMISSION JOINS PCSO'S 90TH ANNIVERSARY CELEBRATION
MANILA — The Governance Commission for Government-Owned or -Controlled Corporations (GCG) attends the Philippine Charity Sweepstakes Office (PCSO)’s 90th anniversary at the Manila Hotel in Manila, October 30, 2024, marking nine decades of service to the most vulnerable Filipino communities.
GCG Chairperson Atty. Marius P. Corpus accepted a plaque of appreciation from President Ferdinand Marcos Jr., PCSO Chairman Felix P. Reyes, and PCSO General Manager Melquiades A. Robles on stage, along with partners from other agencies. Also present at the event were GCG Commissioner Atty. Geraldine Marie Berberabe-Martinez and other GCG representatives.
In a speech, President Marcos recounted the many highlights of PCSO’s journey, ending on a grateful note, “Thank you for your dedication and for the countless hours that you have put into making this institution a pillar of hope. May you continue to serve with the same spirit of compassion and courage that has defined the PCSO for many generations.”
Since its establishment on October 30, 1934, the PCSO has served millions of Filipinos by raising funds through sweepstakes, races, and lottery games, which fund its medical assistance program and various health initiatives. In 2022, GCG recognized PCSO for its exemplary performance, awarding it the “Most Improved GOCC” after finishing the year with an impressive performance scorecard rating of 92.03%.
The GCG and PCSO partnership continues to pursue the same goal of remaining committed to good governance in service of the Filipino people.

GCG, ADB, LAUNCH ORIENTATION WORKSHOP ON INTEGRATING DISASTER RISK REDUCTION MANAGEMENT, AND GENDER EQUITY, DISABILITY, AND SOCIAL INCLUSION IN THE PERFORMANCE EVALUATION SYSTEM OF GOCCS
MANDALUYONG CITY – The Governance Commission for GOCCs (GCG) launched a two-day orientation workshop focused on integrating Disaster Risk Reduction Management (DRRM) and Gender Equity, Disability, and Social Inclusion (GEDSI) into the Performance Evaluation System (PES) of Government-Owned or -Controlled Corporations (GOCCs). The event was held at the Asian Development Bank (ADB) headquarters from 10 to 11 September 2024, with participants from various GOCCs. This orientation workshop is part of the technical assistance extended by the ADB to the GCG under the Second Disaster Resilience Improvement Program (DRIP2) in the ongoing efforts to enhance governance within GOCCs.
Moreover, the integration of DRRM and GEDSI principles is facilitated through the issuance of GCG Memorandum Circulars (M.C.) No. 2024-01 which is part of GCG's efforts in alignment with the sustainable development goals under the United Nations 2030 Agenda for sustainable development, compliance with Sections 35 and 41 of the 2024 General Appropriations Act, and consistency with the 2023-2028 Philippines Development Plan.
Attendees from the GCG include GCG Chairperson Atty. Marius P. Corpus, GCG Commissioner Atty. Geraldine Marie B. Berberabe-Martinez, GCG Commissioner Atty. Brian Keith F. Hosaka, GCG directors, and employees. Meanwhile, the attendees from ADB include ADB Senior Director Tariq H. Niazi, ADB Principal Public Sector Specialist Jose Luis Syquia, ADB Director Jose Antonio R. Tan, ADB Senior Public Management Specialist David Aaron Robinett, along with other officials from the ADB.
During the orientation, ADB Senior Public Management Officer for DRRM, Maria Anna C. Orquiza, presented an overview of disaster risk reduction and management and shared internationally accepted frameworks including thematic pillars, outcomes, and indicators that the GOCCs may use in integrating DRRM in their PES. Meanwhile, ADB Gender Specialist Chieko Yokota provided insights into gender equity, disability, and social inclusion, highlighting key points for moving forward with GEDSI integration in the programs and activities of GOCCs.
Following these presentations, participants engaged in a hands-on workshop facilitated by ADB consultant Mr. Roberto T. Bascon Jr., which focused on developing actionable strategies for incorporating DRRM and GEDSI into the PES. Interactive workshops were held to discuss and refine strategies and address practical implementation issues. Each session concluded with a question-and-answer portion and a summary of the workshop’s key takeaways.
The Governance Commission remains steadfast in its mandate as the central advisory, oversight, and monitoring body for GOCCs, aiming to institutionalize transparency, accountability, financial viability, and responsiveness in corporate governance by monitoring and evaluating the performance of GOCCs.

HOUSE COMMITTEE ON GOVERNMENT ENTERPRISES AND PRIVATIZATION SUPPORTS AMENDMENTS TO GOCC GOVERNANCE ACT OF 2011
Congressman Edwin L. Olivarez filed House Bill (HB) No. 10814, amending Republic Act (RA) No. 10149, otherwise known as the GOCC Governance Act of 2011, on 27 August 2024.
During the committee hearing of the House of Representatives Committee on Government Enterprises and Privatization on 11 September 2024, Congressman Olivarez, Committee Chairperson, recognized the crucial role that the Governance Commission for Government-Owned or -Controlled Corporations (GCG) plays in transforming the landscape of GOCCs in the country.
In his opening statement, GCG Commissioner Brian Keith F. Hosaka said: “Positive improvements and transformation in the GOCC Sector have taken place since the creation of the GCG in 2011… In the 10-year period prior to the establishment of the GCG, from 2002-2010, the total average annual dividend remittance of the GOCCs was only Php6.05B. This amount is in stark contrast to the total average annual dividend remittance of GOCCs from 2011-2023, or post GCG creation, which is at Php36.15B. This translates to a 600% difference.”
HB No. 10814 expands the regulatory power of the GCG by granting it the authority to: (i) issue subpoenas; (ii) cite persons in contempt for violation of or non-compliance with the lawful orders of the GCG pursuant to its subpoena powers; (iii) investigate GOCC Governing Board Directors for any alleged malfeasance, misfeasance, or nonfeasance in office and refer the same to the proper government office for appropriate action and to impose penalties or fines for violations committed against it; and (iv) refer any alleged malfeasance, misfeasance, or nonfeasance committed by senior officers of GOCCs to the proper government office after the GCG’s preliminary inquiry.
The bill also clarifies the scope of the regulatory jurisdiction of the GCG by providing a clear definition of a GOCC, along with its nature and classifications.
Additionally, the bill seeks to introduce term limits for regular GCG Commission members and create additional bureaus, offices, and positions, such as an Executive Director to exercise supervision over the day-to-day affairs of the GCG. In a positive step forward, the committee unanimously approved the bill, subject to revisions that may be introduced.
The committee hearing was attended by various stakeholders of the GCG, including representatives from the Department of Budget and Management (DBM), the Department of Finance (DOF), and representatives from various GOCCs. Each stakeholder present at the hearing was asked to provide comments and submit position papers regarding the proposed bill. Notably, the GCG’s stakeholders expressed their general support for the proposed amendments.
With the proposed amendments, the GCG will further strengthen its role in shaping the future of GOCCs, ensuring that they remain sustainable, efficient, and responsive to the needs of the Filipino people.
